Rub on a little iodine or castor oil a couple times a day and cover with a band-aid.

Raised hair bumps can be a result of shaving or waxing. You have not mentioned the location of these bumps where they occur. A hair gets trapped inside the skin causing raised appearance.
If it is due to shaving then, - Don’t shave too close from the skin. - Use liberal amount of foaming agent (soap/body wash) while shaving and wash the area well after shaving. Preferably apply an astringent after shaving. - You can use a twister lightly to remove the hair, but don’t pluck it, as it will grow in a similar manner if plucked.
